Evidence status

Educational draft: initial reading does not replace academic and community review.

Two different processes

Capture fisheries harvest wild organisms. Marine aquaculture manages the growth and production of cultivated organisms, sometimes involving feed and health management. Holding live fish is not necessarily the same as grow-out aquaculture.

Technological transitions

FAO documents historical links between kelong structures and fish cage holding or grow-out in Singapore. This is a comparison case, not evidence that all Riau Islands kelong operate as farms.

Evaluation criteria

To assess aquaculture proposals, investigate permits, site suitability, seed supply, animal health, feed, waste, carrying capacity, weather risk and community benefits.

Learning question

What is actually supported by local sources, and what still requires direct investigation?
